Is high funding automatically a short signal?
No. It can remain elevated, and must be read with price, open interest and the venue's rules.
Funding is not a return forecast
Its sign indicates who pays under an exchange's rules at that time. A large annualized display can be misleading.
Open interest has no inherent direction
A long and a short are created together, so growth alone is not bullish.
Combine price and open interest
Review rising or falling price against expanding or contracting open interest, while considering liquidations and venue differences.
